I contacted the Mottahedeh & Company in New Jersey to help me identify the piece.
I hallmark was unusual to me.  Most are INKED stamped, painted or printed. As you can see this is hand carved into the piece.

Yes, I do recognize this Mottahedeh piece.  It has an orange peel texture and the original item that may be in the collection of Williamsburg or Winterthur.  I know Williamsburg has an extensive number of dinnerware items  that were used in the Governors House.  It was either produced in Italy or France some time shortly after 1945 when Mottahedeh began making reproductions, but I cannot be sure.  It is handpainted which leads to Ital. Could be later, except the body  is rather rough to be considered  later production. This piece is a reproduction and is rare as it is hand painted.

This item was acquired from an estate of a couple in their 90’s who lived in and used this item in NYC, the Hamptons, and Fort Lauderdale.
